New Mexico has a rocky gaming background. When the IGRA was signed by Congress in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to get on the Amerindian casino bandwagon. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King appointed a working group in Nineteen Ninety to negotiate a compact with New Mexico Indian bands. When the working group came to an agreement with 2 prominent local bands a year later, Governor King refused to sign the agreement. He held up a deal until Nineteen Ninety Four.

When a new governor took office in 1995, it appeared that Native wagering in New Mexico was now a certainty. But when Governor Gary Johnson signed the compact with the Native bands, anti-gambling forces were able to hold the accord up in the courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the deal, thus costing the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full compact amongst the State of New Mexico and its American Indian tribes. Ten years had been squandered for gambling in New Mexico, including Native casino Bingo.

The not for profit Bingo industry has increased from 1999. That year, New Mexico charity game operators brought in just $3,048. This number grew to $725,150 in 2000, and passed a million dollars in revenues in 2001. Not for profit Bingo earnings have grown constantly since then. Two Thousand and Five saw the greatest year, with $1,233,289 earned by the operators.

Bingo is apparently favored in New Mexico. All kinds of providers try for a bit of the action. With hope, the politicos are done batting over gambling as a hot button factor like they did in the 90’s. That’s most likely wishful thinking.
